to the Officer Administering the Government of Hong Kong.

I understand that damage to Kowloon-Canton Railway is being
(133-) repaired and that His Majesty's Ambassador at Tokyo in his
telegram to you No.31 considers that it might be possible to
convince Japanese authorities that circumstances do not warrant
further attecks on Railway.

His Majesty's Ambassador has presumably now been informed of
figures in your telegrams Nos. 229 and 232 but it is desirable that
you should communicate to him and repeat to me any possible
arguments to assist him in persuading Japanese to refrain from
further attacks on Railway.
If Japanese were to demand information of details of current
exports of munitions by Railway from Kowloon to China as a
condition of consent this would require careful consideration
having regard to possible effects of conceding such information.
